The Department of Health and Family Services oversees the Birth to 3 Program in Wisconsin and has developed rules (HFS 90) that specify the program requirements.

The WeeCare Search engine is a "work in progress”. It is designed to support the early childhood education and care websites of Wisconsin state agencies-Public Instruction, Workforce Development, Health and Family Services-as well as link to related associations and organizations. WeeCare is coordinated by the Early Childhood Leadership and Program Support Project. It is funded by the Department of Public Instruction with IDEA Discretionary and State Improvement Grant (SIG) funding. This project is directed by Jude Teicher, judet@cesa2.k12.wi.us, at Cesa 2.
